When the network offers a packet-mode call at the interface simultaneously with the user requesting a packet-mode call,the network shall give priority to the completion of the incoming call. If the user determines that accepting the incoming call would meet the needs of it sown outgoing call request, the user may clear the call request and accept the incoming call.
